Amends the Board for International Broadcasting Act of 1973 to reduce the number of ex-officio members on the Board to reflect the merger of Radio Free Europe and Radio Liberty which are represented on the Board.

Authorizes appropriations of $53,385,000 for fiscal year 1977 and such sums as are necessary for fiscal year 1978 for the operation of the Board.
