=Title I: Amends the Immigration and Nationality Act to exclude from admission into, and provide for the deportation from, the United States of any alien who between March 23, 1933 and May 8, 1945, under the direction or in association with the Nazi government of Germany, or any government allied or collaborating with the Nazi government of Germany, engaged or assisted in, or incited or directed others to engage in, the persecution of others on the basis of religion, race, national origin, or political opinion.

=Title II: Amends the Indochina Migration and Refugee Assistance Act of 1975 to extend through September 30, 1979, 100 percent Federal funding of the Indochina refugee assistance program (IRAP), and to repeal the requirement of a four-year phase out of such program.
