Establishes as the boundaries of the Manassas National Battlefield Park, Virginia, the boundaries depicted on the map entitled "Boundary Map. Manassas National Battlefield Park" dated May l977.
Authorizes the Secretary of the Interior to acquire by donation, purchase, or exchange, lands and interests located within these boundaries, except that property owned by the Commonwealth of Virginia may only be acquired by donation.
Authorizes the Secretary to make arrangements for the removal or rerouting of roads within the battlefield so as to reduce adverse impacts on park values.
Sets forth the rights of owners of improved property within such boundaries.
Authorizes the appropriation of $8,500,000 for the acquisition of lands authorized to be acquired by this Act.
