Amends the Library Services and Construction Act to authorize the appropriation of funds through fiscal year 1981 for the purpose of making grants to States for (1) library services; (2) the construction of public libraries; (3) the carrying out of interlibrary cooperation programs; and (4) the carrying out of library programs for older persons.
Requires any State expending Federal funds received under such Act for the administrative costs of such programs to match the amounts expended with non-Federal funds.
