Guam Assistance Act - Authorizes $10,200,000 to be appropriated to the Secretary of the Interior for grants to the government of Guam for construction and upgrading of public facilities. Authorizes $1,000,000 to be appropriated to the Secretary for a needs assessment study of the government of Guam, and directs the Secretary to report the results of such study to Congress within one year of the enactment of this Act.
Amends the Organic Act of Guam to empower the Legislature of Guam to impose a ten percent surtax on taxpayers' annual income tax obligations to Guam.
