Community Schools and Comprehensive Community Education Act - Authorizes the Commissioner of Education to make grants to State and local educational agencies to pay the Federal share of establishing community education programs.
Defines "community education program" as a program operated by a local educational agency providing educational, recreational, health care, cultural, and other related services for the community.
Establishes a Community Education Advisory Council to advise the National Institute of Education concerning community education programs.
