Amends the Watershed Protection and Flood Prevention Act to increase from $250,000 to $1,000,000 the maximum amount of estimated Federal contribution to a small watershed project which will exempt the project from Congressional review and approval procedures.
Increases the total amount of loans or advancements the Secretary of Agriculture may make to carry out works of improvement from $5,000,000 to $10,000,000.
Stipulates that construction work which covers 15,000 acre feed or less and does not require channelization shall be exempt from filing environmental impact statements under the National Environmental Policy Act of 1969.
