Community Child Care Act - Directs the Secretary of Health, Education, and Welfare to establish a program to assist States in providing day care services for children from low-income families in order that their parents may work, attend training programs or where the parents are incapable of supporting themselves and their children.
Establishes guidelines for participating States regarding (1) allotments of funds; (2) State plans; and (3) day-care program eligibility.
