Urges: (1) public support for the U.S. Olympic Committee (USOC) and athletes; (2) the International Olympic Committee (IOC) to accede to the USOC's proposal to transfer, postpone, or cancel the 1980 summer Olympic games; (3) no American participation or attendance if the IOC fails to adopt such proposal; (4) that other nations be encouraged to support the U.S. policy; and (5) the IOC to consider the creation of permanent sites for the summer and winter Olympic games.
