Amends the International Travel Act of 1961 to authorize $8,000,000 to be appropriated for fiscal year 1980.
Directs the Secretary of Commerce to reduce the number of employees of the United States Travel Service within the District of Columbia by 40 percent of the total number of such employees as of December 31, 1978.
