Amends the operation of medical facilities provisions of veterans' benefits to direct the Comptroller General to report to the appropriate congressional committees on the compliance of the Director of the Office of Management and Budget in providing the Veterans Administration with a funded personnel ceiling within 15 days of the end of the 30 day period within which the Director must certify such ceiling.
