Condemns the systematic disregard for human life and liberties by the Soviet Union.

Expresses sympathy for the victims of such policies and urges the President to: (1) proclaim a day commemorating the Ukrainian famine of 1933; (2) urge the Soviet Union to remove current restrictions on the shipment of food to residents there; (3) issue a warning that the continued subjugation of the Ukrainian nation is a threat to world peace; and (4) convey to the Soviet people U.S. sentiments with respect to the Soviet people's aspirations to determine their own destiny and recover their freedom.
