Extends the availability of appropriations, funds, and authority granted pursuant to Public Law 98-455 until October 11, 1984.
Declares that Federal employees furloughed as a result of the lapse of appropriations from midnight October 3, 1984, until the date of enactment of this joint resolution, will be compensated at their standard rate of compensation for such period.
Ratifies and confirms all obligations incurred in anticipation of the appropriations and authority provided in this joint resolution for the purposes of maintaining the minimum level of essential activities necessary to protect life and property, and bringing about orderly termination of other functions.
