National Narcotics Act of 1983 - Establishes within the executive branch an Office of the Director of National and International Drug Operations and Policy headed by a Director and Deputy Director appointed by the President.
Authorizes the Director to develop, implement, and enforce U.S. Government policy with respect to illegal drugs.
Requires the Director to submit an annual report to Congress on U.S. policy with respect to illegal drugs.
