Amends the Hazardous Materials Transportation Act to authorize appropriations for FY 1985 and 1986 to carry out its provisions.
Authorizes the Secretary of Transportation to contract with a private entity for a supplemental reporting system and data center on the transportation of hazardous substances.
Requires the Secretary and the Director of the Federal Emergency Management Agency to evaluate and report to Congress on training programs for planning and responding to incidents involving such transportation.
