Establishes a Commission on Teacher Education to conduct a complete investigation of teacher training in the United States.
Directs the Commission to submit a final report to the President and the Congress, not later than 24 months after its first meeting.
Terminates the Commission 90 days after the submission to the Congress of its final report.
