Directs the Federal Aviation Administration to lease to the Smithsonian Institution, without compensation, land at Washington Dulles International Airport for expansion of the Museum.
Prohibits the use of funds for Museum facilities until private donations equal appropriated amounts for the construction of the major component of such facilities.
