Establishes a presumption of service-connection for disability purposes for former prisoners of war suffering from the following conditions after active service: (1) organic residuals of hypothermia; (2) spastic colon; and (3) arthritis due to trauma.
Decreases from six months to 90 days the amount of time a former prisoner of war must have been incarcerated to be eligible for outpatient dental services.
