Amends Federal law relating to veterans' home loans to exempt such loans from any spending reduction order issued under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) or any other such legislation.
Revises provisions concerning the definition and treatment of certain administrative expenses in connection with the Veterans' Administration Loan Guaranty Revolving Fund.
