Expresses the sense of the Congress that: (1) in order to encourage private investment in developing countries, it is necessary to encourage the private sector to be involved with other nations in efforts to alleviate hunger; (2) American institutions in the public and private sectors should jointly develop commitments and a plan to end world hunger; and (3) those nations in need of further assistance should consider how best to create the political and economic conditions necessary to enable their own people and the world's public and private sectors to invest in the development of such nations.
