Reaffirms the sense of the Congress that National Guard and reserve members should be recognized for the essential role they play in the national defense. Urges and requests employers and supervisors to abide by Federal law and grant a leave of absence for military training to members of the Guard and reserves and provide such employees equal consideration for job benefits and promotions.

Extends until June 1, 1986, the time during which obligations from the Department of Defense military personnel accounts may exceed a rate required to limit such obligation ceilings for FY 1986.
