White House Conference on Drug Abuse and Control Resolution of 1986 - Directs the President to call a White House Conference on Drug Abuse and Control to develop recommendations to control the illicit production, trafficking, and distribution of controlled substances, and to prevent and treat drug abuse.
Directs the Conference to review: (1) the impact of recently enacted laws on efforts to control trafficking in controlled substances and to prevent and treat drug abuse; (2) the recommendations of the President's Commission on Organized Crime as they relate to drug abuse and control; (3) the extent to which sanctions in the Foreign Assistance Act of 1961 have been, or should be, used to encourage foreign compliance with their international responsibilities respecting controlled substances; and (4) the circumstances contributing to the initiation of illicit drug usage (with emphasis on the onset of drug use by youth). Requires the Conference to report its findings to the President and the Congress.
Authorizes appropriations for FY 1987.
