Controlled Substance Analogs' Enforcement Act of 1985 - Amends the Controlled Substances Act to establish criminal penalties for the knowing or intentional manufacture, distribution, or possession of a controlled substance analog, all or part of which is intended for human consumption. (A controlled substance analog is a noncontrolled substance with a chemical structure or effect substantially similar to that of a controlled substance.)
