Dedicates the Cumberland terminus of the Chesapeake and Ohio Canal National Historical Park to J. Glenn Beall, Sr., in recognition of his outstanding efforts to protect the canal and tow path from development.
Directs the Secretary of the Interior to design, locate, erect, and maintain a memorial to J. Glenn Beall, Sr., within the exterior boundaries of the park. Authorizes appropriations.
