Amends the Agricultural Act of 1949 to repeal the Secretary of Agriculture's authority to reduce 1986 soybean loan rates.
Directs the Secretary to implement either a marketing loan program or a producer option payment program for the 1986 soybean crop.
Directs the Secretary to consult with the producers of other oilseeds regarding the impact of this Act.
