                           ORDER OF PROCEDURE

  Mr. DOLE. Mr. President, the Democratic leader and I will be on the 
floor momentarily. We are trying to figure out some way to work out a 
problem we have. Hopefully we can get it done. In the meantime, I 
suggest the absence of a quorum.
