                         MESSAGE FROM THE HOUSE

  At 2:06 p.m., a message from the House of Representatives, delivered 
by Ms. Niland, one of its reading clerks, announced that the House has 
passed the following bills, in which it requests the concurrence of the 
Senate:

       H.R. 4513. An act to provide that in preparing an 
     environmental assessment or environmental impact statement 
     required under section 102 of the National Environmental 
     Policy Act of 1969 with respect to any action authorizing a 
     renewable energy project, no Federal agency is required to 
     identify alternative project locations or actions other than 
     the proposed action and the no action alternative, and for 
     other purposes.
       H.R. 4517. An act to provide incentives to increase 
     refinery capacity in the United States.

  At 6:01 p.m., a message from the House of Representatives, delivered 
by Mr. Hays, one of its reading clerks, announced that the House has 
passed the following bill, in which it requests the concurrence of the 
Senate:

       H.R. 4503. An act to enhance energy conservation and 
     research and development, to provide for security and 
     diversity in the energy supply for the American people, and 
     for other purposes.
