                          PERSONAL EXPLANATION

  Mr. FERGUSON. Mr. Speaker, if I were present earlier today, I would 
have voted in favor of H.R. 1790, the Child Medication Safety Act of 
2005, H. Res. 547, Expressing the Sense of the House of Representatives 
that the United States Court of Appeals for the Ninth Circuit 
Deplorably Infringed on Parental Rights in Fields v. Palmdale School 
District and for the Adoption of the Rule for H.R. 1065, the United 
States Boxing Commission Act.
