  Mr. McDERMOTT. Madam Speaker, our Nation recently lost one of the 
great champions of the unemployment insurance system.
  Jerry Hildebrand was the Chief of Legislation for Unemployment 
Insurance at the Department of Labor, and he was intricately involved 
in every major UI reform over the past several decades.
  Most recently, Jerry had been instrumental in ensuring the delivery 
of extended unemployment benefits and in helping States navigate 
reforms to their unemployment systems with the help of UI Modernization 
  His advice about the possible impact of policy before enactment and 
his skillful work on implementation after the passage of legislation 
will be sorely missed.
  Our thoughts and prayers go out to Jerry's family, as well as to his 
colleagues at the Department of Labor. Jerry Hildebrand made our 
government work for the people, and that contribution will surely live
