                            MORNING BUSINESS

  Mr. JOHNSON of South Dakota. Mr. President, I ask unanimous consent 
that the Senate proceed to a period of morning business until 2:15 
p.m., with Senators permitted to speak for up to 10 minutes each.
  The PRESIDING OFFICER. Without objection, it is so ordered.
