  Ms. SLAUGHTER. Mr. Speaker, I was unavoidably detained and missed 
rollcall vote numbers 786, 787, 788, 789, 790, and 791. Had I been 
present I would have voted ``aye'' on rollcall vote numbers 787, 788, 
and 790. I would have voted ``no'' on rollcall vote numbers 786, 789, 
and 791.
