[Page H6920] By Mr. TOWNS: H.R. 2785. Congress has the power to enact this legislation pursuant to the following: This Bill is enacted pursuant to Article I, Section 8, Clause 1 of the United States Constitution, known as the ``General Welfare Clause.'' This provision grants Congress the broad power ``to pay the Debts and provide for the common defense and general welfare of the United States.''\1\ \1\ Please note, pursuant to Article I, section 8, Congress has the power ``to make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.''
