[Page H6921] By Mr. McGOVERN: H.R. 3177. Congress has the power to enact this legislation pursuant to the following: The constitutional authority of Congress to enact this legislation is provided by Article 1 Section 8 of the United States Constitution, Clause 3, which says, ``To regulate Commerce with foreign Nations, and among the several States, and with the Indian Tribes,'' and Clause 18, which says, ``To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States or in any Department or Officer thereof.''
