The Senate met at 10:15:02 a.m. in pro forma session, and adjourned at 10:15:30 a.m. until 2 p.m., on Friday, January 20, 2012.

House of Representatives
Reports Filed: Reports were filed today as follows:
H.R. 2059, to prohibit funding to the United Nations Population Fund (H. Rept. 112–361); H. Res. 496, adjusting the amount provided for the expenses of certain committees of the House of Representatives in the One Hundred Twelfth Congress (H. Rept. 112–362);
H.R. 3521, to amend the Congressional Budget and Impoundment Control Act of 1974 to provide for a legislative line-item veto to expedite consideration of rescissions, and for other purposes, with amendments (H. Rept. 112–364 Pt. 1);
H.R. 1221, to suspend the current compensation packages for the senior executives of Fannie Mae and Freddie Mac and establish compensation for such positions in accordance with rates of pay for senior employees in the Executive Branch of the Federal Government, and for other purposes, with an amendment (H. Rept. 112–366 Pt. 1).
Speaker: Read a letter from the Speaker wherein he appointed Representative Womack to act as Speaker pro tempore for today.
Recess: The House recessed at 2:01 p.m. and reconvened at 6:30 p.m.
Journal: The House agreed to the Speaker's approval of the Journal by voice vote.
Resignation of the Sergeant-at-Arms of the House of Representatives: Read a letter from Wilson Livingood, in which he submitted his resignation as Sergeant-at-Arms of the House of Representatives, effective January 17, 2012.
Electing the Sergeant-at-Arms of the House of Representatives: The House agreed to H. Res. 511, electing Paul D. Irving as Sergeant-at-Arms of the House of Representatives. Subsequently, Sergeant-at-Arms-elect Paul Irving presented himself in the well of the House and was administered the Oath of Office by the Speaker.
Committee to Notify the President of the assembly of the Congress: The House agreed to H. Res. 512, authorizing the Speaker to appoint a committee on the part of the House to join with a committee on the part of the Senate to notify the President that a quorum of each House has assembled, and Congress is ready to receive any communication that he may be pleased to make. Subsequently, the Speaker appointed Representatives Cantor and Pelosi to the committee.
Notifying the Senate That a Quorum of the House Has Assembled: The House agreed to H. Res. 513, authorizing the Clerk of the House to inform the Senate that a quorum of the House is present and that the House is ready to proceed with business.
Morning Hour Debate: Agreed by unanimous consent that the order of the House of January 5, 2011, providing for Morning Hour Debate, be extended for the remainder of the 112th Congress, except that H. Res. 514 shall supplant H. Res. 10.
Adjournment: The House met at 2 p.m. and adjourned at 8:31 p.m.

Committee on Armed Services: Panel on Business Challenges within the Defense Industry held a hearing on Doing Business with DOD: Unique Challenges Faced by Small and Mid-Sized Businesses. Testimony was heard from A. John Shoraka, Acting Associate Administrator for Government Contracting and Business Development, Small Business Administration; and public witnesses.
DISAPPROVAL OF THE PRESIDENT'S EXERCISE OF AUTHORITY TO INCREASE THE DEBT LIMIT, AS SUBMITTED UNDER SECTION 3101A OF TITLE 31, UNITED STATES CODE, AND JANUARY 12, 2012
Committee on Rules: Full Committee held a hearing on a joint resolution relating to the disapproval of the President's exercise of authority to increase the debt limit, as submitted under section 3101A of title 31, United States Code, and January 12, 2012. The Committee granted, by voice vote, a rule providing that a motion to proceed with regard to a joint resolution of disapproval specified in subsection (a)(2) of section 3101A of title 31, United States Code, may be offered even if the joint resolution has not been reported to the House as contemplated by subsection (c)(3) of such section and shall be in order only if offered by the Majority Leader or his designee.
