       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Sec. 8 [``to regulate commerce''], and Amendment 
     IV [``to be secure . . . against unreasonable searches and 
     seizures''], and

     Amendment VI [``the accused shall . . . have compulsory 
     process for obtaining witnesses in his favor . . .''].
