Congress has the power to enact this legislation pursuant to the following: Article I, Section 8, Clause 14. ``To make Rules for the Government and Regulation of the land and naval Forces.'' Article I, Section 8, Clause 18. ``To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.'' This bill provides rules for the Government, specifically, for the Wildlife Services program of the Animal and Plant Health Inspection Service. This law is necessary and proper for carrying out the power to make rules for the proper operation of a division of the government of the United States.
