                          PERSONAL EXPLANATION

  Ms. JACKSON LEE. Madam Speaker, I was unavoidably detained with 
meetings in my office. Had I been present, I would have voted ``aye'' 
on the Rogers amendment, ``aye'' on the Connolly amendment, and ``aye'' 
on the Langevin amendment to the underlying legislation, H.R. 624.
