                        PRIVILEGES OF THE FLOOR

  Mr. PAUL. Mr. President, I ask unanimous consent that Justin 
Hamilton, an intern in my office, and Steven Phan of the Sergeant at 
Arms' office be allowed the privileges of the floor for today's session 
and that Stephen Phan be allowed to stand next to me to interpret my 
remarks into American sign language.
