Congress has the power to enact this legislation pursuant to the following: Article 1, Section 8, Clause 3 of the United States Constitution. This bill places a temporary prohibition on covered agencies from purchasing ammunition. The purpose of the prohibition is to determine the effect government purchases have on the price of ammunition, an instrument of interstate commerce.
