           By Mr. HECK of Washington:
       H.R. 2168.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I Section 8 clause 12, which gives Congress the 
     authority to ``raise and support Armies'';
       Article I Section 4, which gives Congress the authority to 
     enact legislation pertaining to the time and manner by which 
     Representatives and Senators are elected;
       The Fourteenth Amendment to the Constitution, which 
     guarantees, in part, that no State shall ``deny to any person 
     within its jurisdiction the equal protection of the laws,'' 
     which the Supreme Court of the United States has ruled to be 
     inclusive of those laws pertaining to the right to vote.
