        H.R. 2162.
        Congress has the power to enact this legislation pursuant 
     to the following:
       The Constitutional authority in which this bill rests is 
     the power of the Congress to regulate commerce and provide 
     for the general welfare as envisioned and enumerated by 
     Article I, Section 8, Clauses 1 and 3.
