Mr. RYAN of Ohio. Mr. Speaker, I rise today to honor the career of an
exemplary public servant, Roy Apseloff. After 32 years of service, Mr.

Navy Reserve until his retirement in 2003 with the rank of captain. His
many reserve assignments included: Operations Officer, Executive
Officer and Commanding Officer. His longtime service in the U.S. Navy
