RECOGNIZING THE VOLUNTEERS FOR THE CITY OF MANASSAS COMMUNITY EMERGENCY 
                             RESPONSE TEAM

  Mr. CONNOLLY. Mr. Speaker, I rise today to recognize the volunteers 
with the City of Manassas Community Emergency Response Team.
   When disaster strikes and individuals are at risk to imminent 
threats, Prince William County first responders who provide fire and 
medical services may be unable to meet the demand for their services. 
People could be forced to rely on one another to meet the immediate 
needs for lifesaving and life sustaining measures. The City of Manassas 
Community Emergency Response Team (C.E.R.T.) volunteers take a positive 
and realistic approach to such circumstances. When the number of 
victims, communication failures, and road blockages prevent individuals 
from accessing emergency services, C.E.R.T. volunteers will be there to 
fulfill a vital need. Through training, C.E.R.T. volunteers can manage 
utilities, put out fires, control bleeding, treat for shock, search for 
and rescue victims safely, and organize themselves and spontaneous 
volunteers to be effective in a time of crisis.
   It is my honor to enter into the Congressional Record the names of

lifeline in emergency situations.
