       H.R. 2535.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, clause 5, which gives Congress the 
     power ``To coin Money, regulate the Value thereof, and of 
     foreign Coin, and fix the Standard of Weights and Measures.'' 
     This is appropriate because this legislation sets forth new 
     guidelines for designing and minting new ``liberty'' themed 
     quarters, dimes, and half-dollars.

       H.R. 2536.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8 of the Constitution of the United 
     States.
