            By Mr. CARTWRIGHT:
        H.R. 5065.
        Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 1:The Congress shall have 
     Power To lay and collect Taxes, Duties, Imposts and Excises, 
     to pay the Debts and provide for the common Defence and 
     general Welfare of the United States; and
       Article I, Section 8, Clause 3: The Congress shall have 
     Power To regulate Commerce with foreign Nations, and among 
     the several States, and with the Indian Tribes
