Reports Filed: Reports were filed today as follows:
H.R. 5556, to provide for transparency and reporting related to direct and indirect costs incurred by the Bonneville Power Administration, the Western Area Power Administration, the Southwestern Power Administration, and the Southeastern Power Administration related to compliance with any Federal environmental laws impacting the conservation of fish and wildlife, and for other purposes, with an amendment (H. Rept. 115–954);
H.R. 6106, to amend the Energy Policy Act of 2005 to clarify the authorized categorical exclusions and authorize additional categorical exclusions to streamline the oil and gas permitting process, and for other purposes, with an amendment (H. Rept. 115–955); and
H.R. 6368, to encourage R&D small business set-asides, to encourage SBIR and STTR participants to serve as mentors under the Small Business Administration's mentor-protege program, to promote the use of interagency contracts, and for other purposes (H. Rept. 115–956, Part 1).
Speaker: Read a letter from the Speaker wherein he appointed Representative Messer to act as Speaker pro tempore for today.
Guest Chaplain: The prayer was offered by the Guest Chaplain, Reverend Dr. Dan C. Cummins, Peoples Church, Jacksonville, TX.
U.S. Election Assistance Commission Board of Advisors--Reappointment: Read a letter from Representative Pelosi, Minority Leader, in which she reappointed the following individual to the U.S. Election Assistance Commission Board of Advisors: Dr. Philip B. Stark of Berkeley, California.
Senate Messages: Messages received from the Senate by the Clerk and subsequently presented to the House today and appear on pages H8735.
Quorum Calls--Votes: There were no yea and nay votes, and there were no recorded votes. There were no quorum calls.

Program for Monday: Senate will begin consideration of the nominations of Jackie Wolcott, of Virginia, to be Representative of the United States of America to the International Atomic Energy Agency, with the rank of Ambassador, and to be Representative of the United States of America to the Vienna Office of the United Nations, with the rank of Ambassador, with a vote on confirmation of the nominations at 5:30 p.m.; to be immediately followed by a vote on the motion to invoke cloture on nomination of Peter A. Feldman, of the District of Columbia, to be a Commissioner of the Consumer Product Safety Commission for the remainder of the term expiring October 26, 2019.
