      TO MAKE EFFECTIVE APPOINTMENT OF DEPUTY SENATE LEGAL COUNSEL

  Mr. McCONNELL. Mr. President, I ask unanimous consent that the Senate 
proceed to consideration of S. Res. 8, submitted earlier today.
  The PRESIDENT pro tempore. The clerk will report the resolution by 
title.
  The senior assistant legislative clerk read as follows:

       A resolution (S. Res. 8) to make effective appointment of 
     Deputy Senate Legal Counsel.

  There being no objection, the Senate proceeded to consider the 
resolution.
  Mr. McCONNELL. I ask unanimous consent that the resolution be agreed 
to and the motion to reconsider be considered made and laid upon the 
table with no intervening action or debate.
  The PRESIDENT pro tempore. Without objection, it is so ordered.
  The resolution (S. Res. 8) was agreed to, as follows:


                               S. Res. 8

       That the appointment of Morgan J. Frankel of the District 
     of Columbia to be Deputy Senate Legal Counsel, made by the 
     President pro tempore this day, is effective as of January 3, 
     2019, and the term of service of the appointee shall expire 
     at the end of the One Hundred Seventeenth Congress.
