           By Mr. BISHOP of Georgia:
       H.R. 283.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3--Congress shall have power 
     ``To regulate Commerce with foreign Nations, and among the 
     several States, and with the Indian Tribes.''
       Article IV, Section 3--``The Congress shall have Power to 
     dispose of and make all needful Rules and Regulations 
     respecting the Territory or other Property belonging to the 
     United States . . . .''
