       H.R. 301.
       Congress has the power to enact this legislation pursuant 
     to the following:
       The principal constitutional authority for this legislation 
     is clause 7 section 9 of article 1 of the Constitution of the 
     United States which states: ``No Money shall be drawn from 
     the Treasury, but in Consequence of Appropriations made by 
     Law; and a regular Statement and Account of the Receipts and 
     Expenditures of all public Money shall be published from time 
     to time.'', ,
