  RELATIVE TO THE DEATH OF JOHN CHESTER CULVER, FORMER UNITED STATES 
                     SENATOR FOR THE STATE OF IOWA

  Mr. McCONNELL. Mr. President, I ask unanimous consent that the Senate 
proceed to the immediate consideration of S. Res. 16, submitted earlier 
today.
  The PRESIDING OFFICER. The clerk will report the resolution by title.
  The legislative clerk read as follows:

       A resolution (S. Res. 16) relative to the death of John 
     Chester Culver, former United States Senator for the State of 
     Iowa.

  There being no objection, the Senate proceeded to consider the 
resolution
  Mr. McCONNELL. I ask unanimous consent that the resolution be agreed 
to, the preamble be agreed to, and the motion to reconsider be 
considered made and laid upon the table with no intervening action or 
debate.
  The PRESIDING OFFICER. Without objection, it is so ordered.
  The resolution (S. Res. 16) was agreed to.

                              APPOINTMENTS

  The PRESIDING OFFICER. The Chair, on behalf of the Majority Leader, 
pursuant to the provisions of Public Law 99-93, as amended by Public 
Law 99-151, appoints the following individuals to serve as members of 
the United States Senate Caucus on International Narcotics Control for 
the 116th Congress: The Honorable John Cornyn of Texas, Chairman; The 
Honorable Chuck Grassley of Iowa; The Honorable James Risch of Idaho; 
The Honorable David Perdue of Georgia.
  The Chair, pursuant to the provisions of section 1501 of Public Law 
115-254, on behalf of the Majority Leader of the Senate and the 
Chairman of the Senate Committee on Foreign Relations, appoints the 
following individual as a member of the Syria Study Group: Chris 
Tuttle, of Virginia.
